If you are sure that the carrier is a fraud, then inform the sender about it. Also confirm if the shipper / supplier is a genuine company. If you are unsure about your provider , you are sure otherwise you may have to file a complaint with alibaba.com or police department. Also through its ministry of foreign affairs ( foriegn ministry).
